In 2000, Cost of Government Day was June 28. In fact, it got earlier every year
Clinton was in office, except 1994, which was the same day as 1993. Same with Jimmy Carter. I don't get it...

Take a look at the charts for the COGD for 2004 and then three years earlier for 2001. I've cropped them here (the images pasted are a bit shrunk):
They don't match. They're not even close. Not even the trends are close.
Seems a bit shady to me.
